I've reinstalled windows xp before on this computer with this disc without any problems. When I turn it on, it's supposed to recognize the xp operating system disc, but it doesn't: it just starts the old windows as normal.
The cd drive seems to be working fine otherwise. Any ideas?
Thanks.

press F8 or F12 on some machines; on boot up, and when prompted select boot from CD ROM.

as your comp boots up, look for a message saying "press F10 to enter setup" or something similar (the key could also be any of the F keys as well as del or esc)
check your boot settings to see if the cd-drive is at the top of the list. if it isn't, then bump it up and try again

1. Check if it Autostarts with started Windows
2. Check the Bios if the CD-Rom drive is selected as first Boot device (The computer usually tells you on the first page how to enter the Bios, usually by pressing one of the F buttons)

Do you get the message saying 'Press any key to boot form CD…'. You need to watch for this and press quickly before the message goes. It could also be that the boot order is wrong. Using the BIOS configuration page for boot sequence, make sure CD is above HDD in the boot sequence.

While your computer is booting up, you have to hit the DEL key while its booting up. You have to hit it early too, if you miss the chance and Windows starts loading, then you can't get to the BIOS. I usually just keep tapping it right after turning on the computer. Once in the BIOS, you have to find a setting that pretty much refers to "BOOT UP ORDER" and set it to CD-ROM as the first, then the hard drive as second, and whatever else for third, fourth, fifth. Once you reboot your comp, it will check the CD-ROM for a bootable disc first before the hard drive.
