Remote Trojan Help!?

I've just been hacked about 6 days ago and the hacker was talking a lot of smack and i reset my IP address so he cant intrude my PC again so anyways he deleted all my icons and task bar and he disabled my system restore and i have no icons left well when i download things i get to choose if i want an icon so i was wondering how can i get all my icons back and my computer back the way it was

Please help
