res://ieframe.dll/dnserror not letting me access internet on IE8 or firefox.?

im getting this problem in IE8. ive read it happened in IE7 but im having this in IE8. from what i have read for IE7 solutions i can do several things. ive checked to make sure my firewall wasnt set to high. ive cleared cache, temp files and whatnot. ive rebooted computer. ive tried firefox but that doesnt work either. ive tried resetting my startup back to default. ive taken my router out of my network and did a direct plug in from modem. ive reset and turned off/on my modem. ive unplugged and replugged all cables. ive scanned my computer for viruses. I dont know what else to do. it has worked once says the problem started and it was merely random. i didnt change anything. i was just testing to makesure it didnt work. but it did. then a couple hours later i tried again and it stopped working again. so i am completely lost. can anybody point me in the right direction? i’m having to use my phone to find the solution and it SUCKS! i just want my computer to work again.
