Oh dear. Modern-day viruses have gotten crafty, disgusing themselves as anti-virus programs and the like. Isn’t that just evil?
Security Toolbar 7.1 is a very dangerous rogue program that is actually a virus/trojan. You need to remove it immediately! First try following the Microsoft antivirus thing you described, that may remove it. If that fails, try this website:

Again, this is very dangerous. YOU MUST REMOVE IT AS FAST AS POSSIBLE. Preferrably, get an anti-virus like Kaspersky, Mcafee, or Norton.

To remove ms antivirus you should use
Malwarebytes Antimalware
You may want to update and download on safe mode with networking(f8 at the boot screen)
http://www.malwarebytes.org/mbam.php
When cleaning you should disconnect the internet.
Also try using Smitfraudfix on safe mode
