service pack 3 restrict installation of new Norton Security?

I need to buy a new version of Norton Security to replace the one that my subscription time of 12 months has ran out. The sellers of new software on Ebay say that it will work on various Windows OS including mine which is XP Home Edition. But they say it will work on service pack 2 but are not sure about service pack 3. I thought that service pack 3 was just an upgrade of 2, and can’t see any reason why it wouldn’t install ok. Comments ??
