shell32.dll problem???

HELP ME PLEASE!!! i started up my laptop this morning and a message saying "this application failed to start because SHELL32.dll was not founf…" what is that??and what does that mean for me?ive looked around on the net etc but everything tells me basically the same thing which is installing this shell32 thing again which i CANT do because my laptop wont start up in ANY mode at all, everything is just black with one message which i can either close or click ok and it repeats its actions agaiin..how can i install if i cant get my laptop into a proper working mode??PLEASE HELP!!!
