I moved here 4 yrs ago, and have signed a lease every year except this year; with a verbal understanding between the landlord and me that as long as i notify him 30 days in advance of my intent to move, he would refund my security. The problem is, i told him at the start of June of my intent to move at the end of June and he told me to pay a final month's rent for June and he would refund me my last and security that he has been holding for the last 4 years. I am not sure but i think that because i rent month to month i can give 15 days notice and the last he's holding should be applied to June's rent which is my last month here.

I think the last he's holding should be applied for June's rent. Tell him you would rather he just taking that as payment rather than you paying him more and then it being refunded. He should agree.

If you've already paid the last month's rent I don't understand why he wants you to pay it again just for him to give it back to you. I thought the point of paying last month's rent at the beginning of your lease was so you didn't have to pay it later. I'm just wondering if you don't do as he asks will he come in and "find" a bunch of stuff wrong and not give you anything? Even though you didn't sign a lease this year, how was it worded concerning the last month's rent? Did it say that you pay it and then receive it back?
Here's the best thing I can think of. Go ahead and pay rent for June but have him sign a paper saying he will refund you one month's rent and security deposit. Be sure to include the dollar amounts of each. Don't give him the June money until he signs the paper. That way if he doesn't give you your last month's rent and security deposit after you move, you can take him to court and you have a paper signed by him stating that he would give it to you.

you should pay the last month rent that way you get back all your deposit and you will get a good refreance from him plus under the law he could hold any thing he owes you for damage and stuff
