If you can't connect then there is something wrong with your internet connection not Windows. Try fixing you internet connection then reinstall your Anti Virus program if that doesn't work you may have to reinstall Windows but you do realize by reinstalling Windows you will loose all your stuff so I would backup anything that you feel is important on your computer before you do that.

Download and install trojanremover (trial version) and run the application and this would solve your problem if this fails then download and install avast personal version which is free and during installation select the option to clean the computer before booting and then your system would restart and then clean the computer and this is 100% succesful. After all this is over you can unintall all these programs and install your norton antivirus and this will prevent future threats. All the best.

Call your ISP to check your internet connection.
Norton will try to connect to the web for "update information" from its server.

      You only bought Norton Antivirus.
You should have bought Norton Internet Security.
When installing Norton, it does a prescan. You have the option to skip this, which is a mistake.
Once installed Norton will detect the Internet and download the latest definitions and then do a full system scan.
I suggest reinstalling Norton and follow all instructions.
I also suggest using a full Internet Security Suite otherwise you are not protected from adware, malware, phishing etc etc.

You don't need to reinstall windows to get rid of the virus. If you can't install and run Norton try downloading AVG 8 free version from the link below.

If you still have problems, you may want to get a malware removal expert to help you fix your pc, then you should be able to install Norton. If you go to Pc Help Forum (see link below) a security expert will work with you one on one to remove all the virus/malware from your computer for free. Do the prework in the link and then post the logs in the New Hijack This section.
