Start Task Manager, NOT THERE, when I press Ctrl + Alt + Del, Vista Help?

When I press CTRL + ALT + DEL, Theres supposed to be the following items to click.

Lock this computer
Switch User
Log Off
Change Password
Start Task Manager —> IS NOT THERE.

Whats wrong with this laptop…?

Is there another way to bring up the Task Manager, to see if Task Manager is working at all…?
