Sorry, man you have something called Adware and a virus, the programs you used didn't work. And System Restore should work even with out the Disk Drive working.
Start<Control Panel< Performance And Maintance< System Restore
Also, try

You still have bad stuff on your system and all your problems are caused by it. I repeat you have not got it all. Clearly there is but one option at this point. The cheapest solution is to get an external USB case and install your cd drive in it. Then set your system to boot to the USB device. Below is a link to an example of what I am talking about. Then you can wipe the hard drive and reinstall the OS.

There really isn't a good answer to your question if you are unwilling to use "that" program. To be frank you still have Spy-ware/Viruses on your system (many spy-ware and anti-virus simply do not work well enough to clean everything) I recently had the same problem on my PC and the only way I could get rid of all the junk was using one of said "that" program. Most other fixes are time consuming or expensive. So the choice is up to you. A cheaper approach would be to find a good program that will get rid of spy-ware/ad-ware. (which it probably is because it sounds exactly the same as the issue I just fixed on mine)
If you wish you can email me and I'lll tell you which program I used and why, the choice is up to you.
