Task bar freezes up at start up on Windows XP.Why?

I can’t click on the Start button on Windows XP.I have to use the Windows Task manager (Ctrl/Alt/Delete) in order to make things work everytime now.Also,I can’t drag/drop anything either.Why is that and how can I fix it?
