The ordinal 266 could not be located in the dynamic link library msi.dll.?

Every time I try to download MSN messenger from the MSN page I get this message:
"The ordinal 266 could not be located in the dynamic link library msi.dll."
I start download > Save( It doesn't give me a "Run" option) > Launch the executable file > Get the message.
I want to know why this happens, what I can do to fix it, and what I can do to prevent the problem from happening.

      Try updating the Windows MSI installer.

      4.5 (for Vista+Service Pack 1, XP+Service Pack 2, and XP+Service Pack 3)
