“The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll”?

In recently rebooted my entire computer and the disk i used is an older version of XP so it has an older version of Internet Explore. I can not download itunes or AVG or anything untill i get a newer version of Explore. I tried downloading Explor 8 but after installation i get a message saying "The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll" How would I go about fixin this?
