The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll?

I am upgrading a friend’s computer and she has IE6. I want to put IE8 on it but it gives me the error "The procedure entry point SHRegGetValueW could not be located in the dynamic link library SHLWAPI.dll" what does it mean and how do i fix it?
