This application has failed to start because MFC71.DLL was not found. HELP!?

When i download a Css(Counter-strike source) cheat called xray vision 0.1 it downloads fine but when i double click to open it says
"This application has failed to start because MFC71.DLL was not found. Re-installing the application may fix this problem"

However, i have tried re-installing and it still doesn’t work. I have also been on many different forums addressing my problem and i have not been able to fix this problem yet so i would appreciate any help.

P.S If your someone who is against cheating on Css do not post any abusive comments. Thanks
