unable to open steam. Error message: Steam.exe (main exception): unable to load library Steam.dll?

ive been having these problems with steam. When i open the shortcut or the application, an error comes up saying "Steam.exe (main exception): unable to load library Steam.dll".

i tried everything. I opened other websites, i even opened steam support and did everything but it still wont run.

When i click anything related to steam it says the same thing over and over again

Steam.exe (main exception): unable to load library Steam.dll
Steam.exe (main exception): unable to load library Steam.dll
Steam.exe (main exception): unable to load library Steam.dll

I reinstalled all my steam games and steam itself.

I also have no idea how to open ports. I even turned off firewall and it still wont work.
