I just downloaded a WMA converter program. I decided it wasn't right, and went to my Control Panel add/remove programs to uninstall it. It's not on the list. I did a search, and it found it. But it's still not in the add/remove programs list. What happened?

Sometimes this things happen.
All you gotta do is uninstall it manually. Go to the folder where you installed the program. Usually, there would be an uninstaller that comes with the installer. It's usually named "UnWise" or something to that extent.
If you can't find it, you can just delete the folder and registry. If you don't know how to edit the registry, better not though. It might mess your other programs.
Worst comes to worst, you can download the installer again, reinstall and then uninstall the reinstalled software.
Hope this helps!

Some programs don't add themselves to the Add/Remove Programs list. You have to uninstall them manually. You have a few options:
1) See if there's an uninstall program in the same folder. This will be just as good as using add/remove programs.
2) Delete the files manually. This is sort of a last-resort option, because it will still leave files all over your machine (shortcuts, preference files, etc) and in your registry.
