User Account: Cant Change Password

I cant acess Users through control panel, I have to go to system, tab advance and hit user profiles. Once there, I can change my other accounts from limited to admin, but I cant change or remove my passwords. Help?
I dont know if this helps, but its not just that I cant get into my user accounts directly, they are NOT THERE. As in, you go into 'Control Panel', 'Users Accounts' and it just says 'Mail'. Used to be another icon to let me get into my user screen. Have to go the long way. If I try to remove or change password it says windows cant do it. Also, I have a sneaking suspision that it's not a virus (as such) but a pratical joke by a nerd friend, so if this helps, help! Please, its driving me mad!

      I’m sure you need to login with the Administrator Account.If your having a limited account, you really can’t change it.
