Using Vista. Won’t let me install Flash Player - error: internet security settings won’t let me install.?

Tried re-starting to no avail. Also, played with the internet security settings and this does not work. Tried both firefox and internet explorer - neither will let flash player install.
Tried the flash player help pages and they’re no use.
Computer does not have the file in the system32 folder that other people go on about. Please help!

Tried downloading to harddrive and installing that way - both normally and as administrator. Returns the error: Error opening file for writing: c:\windows\system32\macromed\flash\npswf32.dll

      Lis: Download Flash Player from cnet.com and install it from your hard drive. This is what I had to do.
