Computer does not have the file in the system32 folder that other people go on about. Please help!

Using Vista. Won't let me install Flash Player - error: internet security settings won't let me install.?

Tried downloading to harddrive and installing that way - both normally and as administrator. Returns the error: Error opening file for writing: c:\windows\system32\macromed\flash\npswf32.dll

Lis: Download Flash Player from cnet.com and install it from your hard drive. This is what I had to do.
