Someone was downloading smiley faces and every tool bar to my computer.
Computer got infected and it was shut down before removal scan was completed.
Computer will not boot. It will NOT boot to normal mode OR safe mode.
I am running Windows XP.
I have Norton 360 and Spyware doctor and both do not have a recovery disk.
I am looking for a rescue program that will run automatically from a CD since my computer won't boot. I will change the startup order to start the CD drive first.
Any help will be appreciated.
Please give as many details as possible.

Get the Norton Program. It's well worth the 60 bucks.

Bin it and buy a new hard drive. The only sure way now you've got that sh*t stuck on your pc ! Remember P.C. means personal computer so don't allow idiots onto it. Norton is absolute crap so next time buy Avast and you won't have any trouble, and as I said be more strict about who you allow to use it.

You need to be able to boot it up before anything can be recovered. Boot disk download:
http://www.bootdisk.com/
How to access safe mode, how to access last known good config., found here:
http://www.webtree.ca/windowsxp/repair_xp.htm
Alternatively, you can purchase an xp recovery cd maker (free to try, but needs to be purchased), called Bart's PE (Preinstalled environment) here:
http://www.newfreedownloads.com/Windows-Utilities/System-Utilities/XP-Recovery-CD-Maker.html
Good luck.
Edit:
Once you can boot it up, if you can access the cd/dvd burner, back up all your important work before beginning any scans/reinstalls. Or use a USB memory stick/Network connection to another computer. I don't know your actual problem, so I can't tell you whether you can get away with a scan/removal, when you get it in safe mode. Some core system files must have been damaged to prevent it from booting, so it looks like a complete (destructive) reinstall of the o/s would be wise.
ADD: Just found a zip file to create a boot disk that will access the recovery console. (It's found on a list on the page provided on the second link above). This might be the fastest way to get your pc going again, if it works.
http://www.webtree.ca/windowsxp/tools/bootdiscs/xp_rec_con.zip
**clicking on this link will download xp_rec_con.zip file (7Mb) It's an iso file that needs to be burned to disk.
