Virus/Trojan won't allow me to install Symantec Endpoint Client?

Currently running a pc on WinXP Home for a coworker (this is the third time I've had to fix his computer in a 12 month period). I've discovered that I have numerous false Antivirus programs that have been installed on this machine. The trojans have even gone in and disallowed me (admin) from updating and running full system scans w McAfee SecurityCenter. They have even blocked almost everything in my control panel. I've gone into safe mode with another admin account, and am trying to install Symantec Endpoint Client (Apparently I can't even do anything with McAfee in safe mode w/ networking), but to no avail. I keep getting this error message in a Windows Installer box:
The system administrator has set policies to prevent this installation.

Like I said, I'm the admin, running in safe mode.

Please help me. I know if I can get a current decent AV on my machine, I can actually clean it and make it functional again.

      it will be a rough anti virus

      to remove first get malwarebytes anti malware from here http://www.download.com/Malwarebytes-Ant… now reboot your computer.

      as soon as you turn your computer on keep on pressing the F8 key rapidly, a menu should come up, select safe mode with networking using the arrow keys and then press enter.

      logon as normal and run malwarebytes anti malware update it and run a full scan scan

      once its found the malware follow the instructions to remove it

      restart your pc into normal mode

      now get pc tools spyware docter starter from google pack http://pack.google.com

      update it and run a scan and ur done

      do you have virus protection? if not go to http://www.free-av.com

      install and update

      Many viruses today try to interfere with the downloading of windows security updates and the installation of antivirus and antimalware software.       One problem he is having is that he can’t install . SO you have to help him with that first. I don’t know how to fix it, but maybe someone else does.

      I’m dealing with the same on a customer machine - 24 hrs into it and still can’t repair it. Backup all bookmarks/favorites, pictures, music etc etc - blow that computer away and reinstall windows. Mine has a rootkit and although all these tools say they cleaned it - they don’t always get it all…you want to risk that keystroke logger that’s still running in the background? Not me - reinstall windows.
