      Microsoft changed the way that the Administrators group gained access to the whole system(something to do with SIDs if I remember correctly). The Administrator account though has no restrictions. What you need to do is to elevate your command. So how do you do that? Well, you temporarily run windows as the Administrator. This is what you do;

      - Click the Windows Pearl(Start menu).
      - Choose All Programs
      - Choose Accessories
      - Place your mouse over Windows Explorer and right click the mouse.
      - A context menu will pop up and select “Run as Administrator”.

      Windows Explorer will open with Administrator privileges. That will solve your problem. You can also right click on Command Prompt and Run As Administrator on that.
