Vista is making my computer really slow. But it’s a new laptop with 3.0 GB RAM. Should this be happening?

Er, my whole question is up there. xD

But it’s an HP Pavilion dv5 Notebook PC, came with Vista. I also have Norton 360 installed (which I know slows down computers. but my family’s PC has Norton and is faster than this laptop, and it’s far older.) I’m not sure what other information is helpful, but:
64-bit operating system
AMd Athlon(tm) X2 Dual-Core QL-60 1.90 GHz

I’m not computer illiterate, but I don’t feel I’m savvy enough to be away from Norton just yet. (I have disabled Windows Defender, which I heard slows down the computer running with Vista a lot.)
