Get a Program called "Unlocker"

its free - and you will find it more useful as you use your PC day to day.

It basically removes some of the left behind remnents from the system memory so files can be deleted.

If you haven't emptied your Recycle Bin, try restoring that file. When its already restored, try deleting the shortcut first then the file itself. Just try if this works.
Or how about simple refreshing your desktop (F5 or right-click then Refresh)?…
