Go to http://www.microsoft.com/directx and install the latest version. Also make sure your video card meets the video game’s requirements and that you’ve installed the latest video card drivers.

If it says you’re running in safe mode, you’re likely missing your video card drivers (or really are running in safe mode)

It is a DirectX API file that is essential when you want to play games/ multimedia. Download and install the latest version of DirectX from Microsoft website to get rid of this problem.

its a game compatble with dirextx9 which is for xp, direstx10 is for vista and you cant install directx9 on vista computer

dll means dynamic-link library and is needed to run some applications…
actually, you cannot play combat arms because it needs this dll file…
try downloading this in this link

unzip the file and place it in your C:\WINDOWS\system

run combat arms again and see it running…
