What happens when you uninstall Windows Installer?

There has been a glitch on my computer when when I try to download /anything/ that isn’t on a disk, it blocks it.

This is the message:
“The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows installer is not correctly installed.”

Many people have told me to re-install Windows Installer, but I was wondering, what happens if you uninstall it?
Will you still be able to re-install it? Would it mess up my computer?

No it does not mess up your computer, but it possible, that you will not be able to install programs to your pc. You need windows installer for
