What is a fwcfg.dll file? Why won’t it copy when my computer innstalls update?

I’m innstalling updates(automatically, a service pack or something), but then my computer displays that it cannot copy the file fwcfg.dll, even if I can see it at its location. Why, and can it be fixed?
