what is active desktop mover and shell32.dll? should i allow winpatrol to install the active x component?

i just moved around the icons on my desktop then right clicked > properties > desktop and checked the box to say "lock desktop icons" because i like the way i’ve placed them and don’t want them to move. then a few minutes later winpatrol (scotty) popped up asking:

would you like to continue registering the ActiveX Control?

what is this all about? should i click yes or no?
