What is Java Runtime Environment and Xul.dll?

I am trying to download a music site to download music but when i click on run it says i need to install java bla bla…when i click ok install it, it says : ‘this application failed to start because xul.dll was not found. Reinstalling itt may fix the problem.’ What to do? What are these things? Could this be a virus? Help!
