I recommend Truecrypt, which is a free program to password protect your files and folders. You are able to create an encrypted file of a size you specify which you are then able to mount to a virtual drive. You can also encrypt an entire drive.

There is no real best as long as it does what you need it to do. AxCrypt is a free data encryption software and is also very good. It can be run from the cli if you wanted to automate the process with a script. Ignore the below answer, there is no crack or code given to law enforcement as you determine the code when you encrypt. One that isn’t legal in the USA. All encryption software made in the USA must provide a crack to law enforcement.
