What is the difference between the OEM version of Windows Vista Home Premium to the regular version?

      oem has more restrictions in the license than regular version. one big thing is that with the oem you can't put it on a different computer ever (legally within the terms of the eula)
      3. cost, oem copy does not come with all the printed material and the fancy box but it can cost a lot less

      Computer manufacturers buy copies of Windows in bulk and the keys that go with those copies are OEM versions. They still come in all the varieties like Vista Home Basic, Vista Home Premium, Vista Home Ultimate, etc.

      Vista is tied to the motherboard it is first installed on. Unlike the retail versions of Windows which can be transferred to a new computer, OEM licenses are not transferable.
      Both OEM and Retail Vista is licensed on a per copy per device basis. You can install only one copy of the software on the licensed device.

      During mandatory activation, the software will send information about the software and the device to Microsoft. This information includes the version, language and product key of the software, the Internet protocolhttp://en.wikipedia.org/wiki/Internet_Protocol address of the device, and information derived from the hardware configuration of the device.

      OEM versions can only be installed on one PC i.e. if the PC dies, you have to buy another copy of OEM Windows. However I have heard of cases where Microsoft will allow you to install it on a new motherboard if you phone them up and talk nicely.

      RETAIL versions can be migrated from one PC to another but you must uninstall from the old PC first and then install on the new one. There used to be a 120-day time limit between migrations, but I’m not sure if this still applies.

      So far as the contents of the software (OEM vs RETAIL versions of Windows), they are exactly the same in my experience (haven’t installed Vista yet though, only got as far as XP).
