on my monitor the color red has been depleted, however the monitor itself will still show red in the menu setup control. I thought the graphics card would be an issue but I am unsure

The traditional monitor uses three electron guns to mix Red Green and Blue (RGB) to make the colours.
This is called Additive colour as it adds the colours together, if they are all mixed equally at maximum power you get white, and this proves the process is additive (mathematically you get white if you add colours).
The computer uses a graphics card to provide the colour signals the monitor will need to make these colours, so in effect the graphics card outputs additive colour information.
Modern TFT monitors use similar methods to create the colours based on the RGB colour scheme.
