When the Activity light on my Siemens 4100 SpeedStream computer is off, will this slow down my computer?

We have Windows XP and 704 mb memory.We use AT&T high speed internet service. When the Activity light blinks, the computer seems to go from dead stop to kind of slow.. I’ve had that modem for less than 2 years, but I keep it on 24/7.Should I shut it off at night? Do I need a new modem? Does it need cleaning? If so, how?

No to all of your questions. When the activity light blinks, that means you are using the internet. Maybe you have spyware?
