Boot from Ubuntu live CD to copy off your files to a USB key.
Reformat for dual boot.
Install windows first.

Vista… another Microsoft product pushed on the people before it was complete… this is the reason why you get so many 'updates' to security vulnerabilities. Microsoft pushes these OS's out there before theyre stable just to make money.
What youre describing is happening to a lot of people that are using Vista. Try to remember what you last downloaded onto your system and remove it. Also try running some spyware and malware scans on your PC.
I really couldnt tell you too much else because Im still running XP… i see no need for Vista personally.
