my ram is about 1gb my hard drive is like 40gb i have cheked for virus,registry errors, and still nothing i have defragmented and cleaned.

Probably your computer. It probably needs a good cleaning.

Could be your computer, to make sure that its your computer or your network, do a simple test, take any other computer attach it to your home network and do the speed test again and see what results do you get. If the browsing is still slow, then its your internet, call up customer care or please tell the router you are using.
But when you connect another computer to your network and you find that the browsing is faster check your computer configuration, maybe its because of the pop up blockers, anti virus, RAM, etc could be many factors its hard to pin point one.
Just some general steps:
Clear your cache, history and the temporary internet files and then try to browse the internet again and see if you find any change in the performance.

Spyware or some kind of virus on the websites that you go to, have your comp. checked out by a professional. If not, do a disk defragement.

It could be because the websites you are using are not as fast as your current internet connection, therefore you can not take full advantage of your speed. Most consumers do not get that fast of internet.
If you use internet explorer, you could try firefox 3, which seems to have better speed while browsing the web.
