Why does my computer’s firewall(s) still prevent me.. ?

from getting through to the internet after I marked them down on the firewalls as safe, or exceptions for use. I was using a DSL kind of internet connection, then I got wireless. My computer uses both a Windows firewall and a Norton Personal firewall. What should I do?
