I have checked msconfig, fragged and any processes running in the background but the cooling motor is on most of the time. Celeron D chip in an E machine.

Depends on how the computer is setup. The fans are controlled by the motherboard and generally are adjusted based on cooling needs but some computers are on a set speed regardless of temperature. Defragging and msconfig do not have anything to do with your cooling and your computers ability to monitor and make changes if not on a set speed.

Check your BIOS. FAN controller is motherboard dependent. You can modify that settings in your bios if motherboard has that feature.
Restart your computer Hit “del or F2 or F10″ to enter you bios and find it there.
