Why does my Vista look different?

My friend and I both got Dell Inspiron Laptops with Vista Home Premium. Mine looks like standard Vista, but his has a bar on top that looks a lot like the Mac bar with applications on it. Why don’t I have it? Or better yet (since I haven’t seen that before) why does his have it?
Can I get it?

There is also rocketdock which is free that can look like a mac. Did you ask your friend if he installed it?
