Because you never pay.
Those Norton anti-virus that comes with new PC/laptop last for 30 days to 365 days license. After that, you pay or uninstall Norton.
There is a joke on the new version of Norton.
The joke is like this “Norton is the most effective antivirus because it suck away all the system memory from other applications and disable them. No applications and viruses can run as a result. Therefore your system are always free from viruses. However, the only application you can run on your Windows is Norton.”
I would suggest that you get Avast Home Edition version 4,
which is free for personal use.
Avast is a very effective and free anti-virus program because it can do
a boot time scan in safe mode and it will remove the entire virus on your PC.
Even those viruses that hide inside the system restore folder.
Windows utilize a restore utility that backs up selected files
automatically to the System volume information /System Restore folder.
This means that an infected file could be stored there as a backup file,
and most anti-virus programs will be unable to delete these files. You
must disable the System Restore Utility to remove the infected files
from the folder if you use another brand of anti-virus. However, you do
not need to do so if you use Avast to do a boot up scan in safe mode.

Hi Ya M,
This is Mike from the Norton Authorized Support Team responding to your question.
Assuming that you do have a valid subscription to Norton, the problem appears to be related to either an infection that has disabled Norton, a software conflict (you should never have more than one antivirus application installed or will experience conflicts that will leave your computer open to attack ) or it could be a problem with your installation of Norton.
The easiest way to resolve this issue is to properly uninstall and then reinstall Norton AntiVirus and then perform a Full System Scan.
1. Click on the following link to download the Norton Removal Tool:
http://service1.symantec.com/SUPPORT/tsgeninfo.nsf/docid/2005033108162039?Open&docid=2001074957656166&nsf=sunset-c2002kb.nsf&view=0
2. After you run the tool, please restart your computer. Then log in to Windows again and run the removal tool again. Restart your computer after it is finished running the second time as well.
3. Make sure that your internet connection is working properly, and then reinstall Norton AntiVirus. Towards the end of the installation process, the LiveUpdate feature will automatically run and download and install updates to both the program files and definition files.
4. After the installation is complete, launch Norton AntiVirus, click on “Run LiveUpdate” to check for any more available updates, and then perform a “Full System Scan” to check for infections.
Thank you,
Mike
