About a month ago, my modem’s internet button stopped flashing so i called into the DSL company to fix the wire. However, after they have fixed it, my computer started to load at extremely slow rates. It even took me awhile to load to Yahoo Answers. I’ve tried Disk Clean Up and Disk Defragment, but it hasn’t helped at all. Please help if you know anything that might help speed up my computer. Thank you!!

What subscription service are you buying? go to this site:
http://www.speedtest.com and take their test. DO NOT HAVE ANYTHING ELSE USING UP INTERNET WHEN YOU TEST! No networked computers, or anything!
You should get a speed varying 10-20kb/s from what you have It will tell you in mbps, megabits per second.
For example, I can download at a max speed of ~350kb/s. That would be ~3.5mbps. That is my subscription, but I usually can go at 310.
Also, sometimes sites may be going slow for you. yahoo shouldn’t be going slow, maybe there is a broken wire somewhere outside, or between you and your isp.
Or it might just be something wrong, wait it out and it might just fix itself.

Go to http://www.speedtest.net/ and see what your download speed is. If it’s much slower than what you’re supposed to be getting, call them back and tell them. (Copy the link speedtest gives you, so you can prove to your provider how slow your speed is.)
If it’s as fast as it’s supposed to be (or nearly so - nothing outside your provider’s building will be completely full speed), the problem is the places you’re going - they’re slow. Why? Who knows.
Yahoo does get slow once in a while. (Even on this 128mbps connection I’m on at the moment, I’ve had trouble loading Y!A once in a while.) It’s because it gets hit hard (lots of people using it) and it slows down (the “we’re taking a breather” page). Just wait until next Tuesday if you want to see slow. With everyone in the world looking at the latest election guesses, then the returns later, the whole internet is going to slow down.

Go into the GUI for the DSL modem –its usually 192.168.0.1 and look at your WAN status and see what your download speed is. Sounds like you may have probs with your phone line. A defective phone line results in slow internet speeds. Reason your WAN light was flashing was probably because your phone line was bad but it sounds like, when it was repaired it wasn't repaired very well and still has problems. Was repaired good enough to get your modem to train but not good enough to get your speed up to snuff. Could call your phone company and ask them to do a "line test only" and see if they find any probs with your phone line. If they transferred your phone service to another pair of wires they may have used one with a "bridge tap" on it which would affect your internet speed also. An unfiltered phone. alarm, TIVO, cable box etc can also effect speed as well as having too many filters.
If your phone company is also your DSL provider you may want to call them and ask them about "dedicating" your line or "cutting it dead ahead". Hopefully they will know what you're talking about. If your speed shows what youre paying for in the GUI for the modem then you may be plagued with malware and will need to get rid of it with something like SUPERAntiSpyware:

You can also go to the site others have suggested and see what your speed is. Bear in mind that authenication, data correction etc uses up to 20% of your bandwidth so you should see at least 80% of the speed you're paying for.

I’m not sure if you mean web pages now load slowly or if your computer in general is working a lot slower so I’ll go with slower page loading.

If your speeds are not close to what is advertised by your ISP, then your line could have been fixed but not correctly.
Failing that, there might be a problem in service beyond your home and the ISP. I say this because even though you may be just a few blocks away from your provider, the actual data transfer can go through many hops to get to you.
Try the easy stuff first, in order of easy
Speed test.
Check the plug.
Unplug all the phones.
Try a different network card.
In my experience, the telephone line is usually the source of the problem. Ironically, the little filters you get can sometimes ruin your connection.
