Everytime I download, install, and restart my computer, Internet 7 wouldn't be there. All I do is install the Internet 7 for my computer and restart like it says, and nothing. There is an icon that says it is updating the computer, but I still have the old Internet Explorer. I go to my control panel, and it says I have Internet Explorer 7, and yet I don't have it.

Are you sure you restarted it? I asked my dad, who knows almost everything about computers, and even he dousnt know. Thats a toughy. Mabe try asking this question again after this one and we will try to think of something.

Some basic things first:
Make sure you are downloading IE7 directly from the official Microsoft location, not from some other place.
You must be logged into an Administrator account while you do the installation.
You might try (as an Administrator) uninstalling IE7 first (to remove any traces of the failed installation). Do that in Add/Remove Programs. That will revert you to IE6. Then install IE7 fresh.

Are you using SP3 (or at least SP2)? I don't know if IE7 requires SP2, but it's best to have XP updated to at least SP2 for other reasons, as well. However, I found several reports from people saying that they were having problems with installations AFTER installing SP3, so that's another possibility to research. I'm not providing those links here because it's a lot of reading with no definitive resolutions given. You can probably do better with a fresh web search using search terms more specific to your situation.

First, I'd recommend downloading Opera or Firefox…but..
What are you hitting to get on IE? (internet explorer)? is it the shortcut on your desktop? Your shortcut might be pointing to the old IE in which case you'd open the old one…and maybe the new IE didn't put a shortcut on the desktop…(just a thought..)
On your shortcut, or whatever you click to get to IE, right click, then click properties..it should list the "target" which is the file it goes to open IE…I don't know how IE names their files..maybe one will say IE6 but it's supposed to say IE7..you know what..that advice may be no use to you cause i just checked mine and it just says "internet explorer"
anyhow, have you gone to c:\programs\internet explorer and then look for the iexplore.exe file and try opening it up from there? See if you have two directories..maybe one named internet explorer and one named internet explorer 7…see if there's two similar directories and check both..you can always make another shortcut.
whatever you click to open might just be going to the old IE instead of the new..

Have you ever tried Firefox before? If not, like most people, you'll probably LOVE it and never worry about IE ever again. There are a few sites (some banks for example) that insist you still use Internet Explorer, but even those are quite rare today. See the link below for a site that was designed to make it easy for users who've never installed Firefox before.
The download file comes direct from Google, so you know it will be fast and safe. You can also preview the many free Firefox extensions (add-ons) and Google Gadgets (extra buttons you can add when you have the Google Toolbar).
After the download, run the FirefoxGoogleToolbarSetup.exe file to install it. Then you get to see what all the fuss is about!
It's great to have the power of Google, with an instant second opinion (another search engine already set up within Firefox) ready whenever you might need it. There are a whole slew of reasons why this combination runs circles around Internet Explorer. Shame on Microsoft for allowing people like you to have so much difficulty doing a task that should be so simple.
When you do upgrade IE, the same shortcuts SHOULD still work as they always did. You should not have to uninstall an old version first or delete old shortcuts to then add new ones. But you're living proof Microsoft still has something wrong in its upgrade process somewhere. Why not put it behind you?
