Why would Norton Internet Security keep raising a High Risk Alert even when told to block the file?

This has just started happening, it is a Lexmark printer file (Lxceserve.exe) and the alert pops up every few minutes.
We tried changing the option to allow the file and the alerts still pop up.

      once the file has been tagged as a risk it stays that way.
