Why would Norton Security Scan say my (up to date) Norton Protection Center is poor?

For some reason Norton Security Scan appeared on my desktop (out of nowhere). I have been using Norton Protection Center for quite some time and didn't (as far as I know) request a download of Norton Security Scan. The first time I clicked on NSS it said that my protection was poor (eventhough my NPC was up to date). NSS then tried to sell me the Norton product that I thought I already had! Is this a scam? Or is this NSS really a fake? Or ___?
