Whys my PC slow?

My computer takes a long time to load programs and after i play games the pc runs VERY SLOW! it takes several minutes to get back to normal speed. I have the most expensive Norton virus program they sell and i search all my drives even my external hard drive. Even when i have firefox open sometimes the CPU will run at 100% according to norton i dont have any viruses or any suspected viruses and i am wondering if there is any program that could help speed up my PC.
