I got an iMac that used to belong to someone else before me and there are no files of theirs on it, but their passward still applies when I try to set up my wireless internet (I have a PC with a wireless router and a wireless card to put into my iMac). If I upgrade to Mac OS X Leopard (which I need to do anyway) will I 1) have to take off everything? and 2) need to know the old password to set it up and create a new one?

If you put in the Leopard disk, you can go to Utilities, and then "Reset Password." Press C to start up from the disk. I had to erase someone's password that I didn't know once I transferred some settings. I did not have to know it to erase it, and from that point you can create a new password.
I believe Leopard will just update the OS, you won't have to back everything up, but it's always a good idea to do that when you make major operating system changes.

have you tried taking the battery out of the motherboard and leaving it for a while, the loss of power usually wipes all passwords.
