I'm buying a refurbed HP Desktop CPU from a local computer store. The tech said that he will install Windows XP (but didn't specify if it will be Home or Pro, but I suspect it will be Home) and upgrade the RAM to 512 MB. The warranty is 60 days (any comment on that?). No peripherals are included, so I will have to buy a keyboard and monitor (LCD) for it. Are these standard connections and plug & play devices or will I also have to download drivers or get connection adapters?

If we were talking Digital Camera's, Scanners, Printers or anything like that, I would have said it depends. Sometimes Windows has a driver to use for these types of devices, sometimes not & you have to install the driver manually for them.
As we are actually talking about Keyboards & Monitors etc, they will work fine straight off the cuff. You are right in saying that they are standard equipment, with standard connections.

monitor mouse and keyboard are all standard connectors some mice and keyboards come as usb devices and are plug and play windows has the drivers for these devices, some are ps/2 that's the type of plug and will work straight off the monitor connection are standard connector fitting the only drivers you will need are for the graphics card and you tech should install that
as for the warranty 60days is ok for a refurbished machine
for normal use xp home is more than adequate xp pro is virtually the same but with stronger security features which are only useful to company's to stop interference from employee's
memory of 512mb is ok for xp but if it was me I'd prefer a little more say 768mb

Windows XP has inbuilt drivers for most common peripheral devices such as printers,mouse,keyboard ,when they are connected to the cpu the OS automatically searches for the best suited driver for the hardware and installs them.
If you connect other hardware such as bluetooth dongle , the manufacturer usually supplies the necessary device drivers in the installation DVD
