Will the files quarantined in Norton Antivirus recover after I remove the programme?

every now and then, windows asks me to reinstall norton antivirus when i right-click an icon.
Besides i couldn't open Norton, it also is unable to perform any security checks.

How can i initialise Norton Antivirus?

Use norton uninstall tool
http://www.softpedia.com/get/Tweak/Uninstallers/Norton-Removal-Tool.shtml
Uninstall the software if you cant use it
Reinstall it again to over come the errors

And no the files will not recover if you uninstall the product…
It removes them all
ALL THE BEST
