The HAL could be corrupt or it could be that you upgraded your CPU or motherboard and windows needs to be re-installed.
It's probably as simple as booting up to the recovery console and running 'chkdsk C: /r'

It means that you have a file missing or the file is corrupt.
What you could do is download the missing file from the internet and install it.
In your search, type in: system32 hal.dll, or simply hal.dll and download it. Then install it and it should replace the missing file.
If that doesn’t work, you may have to re-install Windows.
Hope this helps.

I have seen this problem before and lost a lot of hair trying to repair it. If you can find a free download of the needed DLL on the net without getting the "runaround" with a working computer, you still have the problem of installing it. Armed with your lagit (complete with a valid serial key) Windows install cd I would either format and reinstall windows or do a windows repair. (keep going past recovery console) and read the instructions carefully. Get your Windows updates and patches after it's up and running.
