It should have come with a Windows CD, but…
1. Find any computer running Windows XP and copy the file a thumb drive or floppy
2. Boot the machine from CD. Normally, I would say to use your windows disk, but you should be able to use some sort of Linux. Just download any "Live" version
3. copy the file to where it belongs on your hard disk c:\Windows\system32\hal.dll
4. Reboot into windows as you normally would.
If you did everything correctly, the machine will boot fine or tell you about a different corrupted file. If it tells you about another file, then repeat steps above until it boot properly.
