Windows Vista Run Command & Command Prompt not workin!!!?

Hey guys, i have WIndows Vista Ultimate, but the Run Command is not working and Command Promt is not working too so i cannot activate Command Prompt using the Run Command,

Run Commando is not in the Start Menu, and is not showing any options in the taskbar properies to activate it !!!! how can i open it??

There is any other way tu open Run Command?? it cannot be activated by the taskbar properies!!!
